Training Center Outline

Course material (book, notebook) and tool kit are provided free of cost to the trainees at the training center. The trainees have to make their own arrangements for accommodation and food. But the fees for the food and accommodation of such institutions are paid directly by the Minority Financial Corporation to the institutions recognized by the State Government / Central Government, which already have residential facilities. If the residential facility is not available at the training site, a grant amount of Rs.1500/- is given to the candidate.

For training, candidates will have to fill out the form of Mukhyamantri Shram Shakti Yojana and submit it to the Minority Welfare Officer or District Welfare Officer of their district.

Required conditions to take advantage of Bihar Shram Shakti Yojana

  • Must be a citizen of Bihar
  • The age of the person should be between 18 to 45 years.
  • The person should be from a minority community.

Selection of trainees

  • Those women and men of the minority communities who are 18 to 45 years old and whose annual income does not exceed Rs 4.50 lakh, will be selected for training.
  • The minimum qualification and age for various training programs will be decided by the Bihar State Minorities Financial Corporation keeping in mind the respective syllabus.
  • The selection of trainees will be done by the district-level committee on the basis of educational qualification, income, and age by issuing advertisements.
  • The district-level committee will prepare the merit list based on the income of the applicants, on the basis of which the trainees will be selected. Efforts will be made to fill 30 percent of the seats earmarked for women and 3 percent for the disabled as a trainee under the scheme.
  • Despite this, in the event of their non-availability, other minority category trainees will be selected.


In this scheme, any government or non-government organization, society, trust, or company can be selected as a training agency, which has the following qualifications

  • Central / State Government organization. Rural Development Self Implementation Training Institute / University / Technology Training Institute etc.
  • Non-Government Organization Trust, Company, which is a Government Institution. University-affiliated / recognized by SIOS, NIOS / NCVT / AICTE, having a turnover of at least Rs. 10.00 lakhs per annum in the last 3 years and teaching/training.
  • Non-Governmental Organization. Society. The selection of the Trust / Company as a training agency will be done by the Bihar State Minorities Financial Corporation through the prescribed procedure. The selection of government and semi-government institutions as training agencies will be done by the Minority Welfare Department.

Members involved in the selection process

The candidate is selected by the District Level Committee which consists of the following members

  • Representative of District Industries Center
  • a representative of the training organization
  • Officer authorized by the Managing Director, Minority Financial Corporation Member
  • District Welfare Officer, District Minority Welfare Officer Member-Convenor process is prescribed,

Inspection and Responsibilities by Government Servant

  • At least 2 inspections will be done in every training session by the inspecting organization.
  • The first inspection shall be done within one side of the commencement of the training.
  • The second inspection will be done in the middle of the session period.
  • The third inspection will be done after the end of the session.
  • The hard and soft copies of the copy inspection will have to be sent to the Bihar Minorities Welfare Department within a week of the inspection.
  • In addition to the above three inspections, an inspection can also be done by the Minority Welfare Department in the middle of the training session of any institution.
  • Up to 6 percent of the plan amount can be spent for inspection and monitoring and for meeting administrative expenses at the level of the corporation.
